So let me see if I understand correctly: you want the federal government to be able to sign treaties that effectively take away provincial rights?
* NL had the right to expropriate the property before NAFTA
* CA & US sign a treaty that effectively says if NL expropriates property, CA is on the hook for it – NL is not a signatory to this agreement
* NL now can be punished for the first act
