If the Alberta chapter refuses to recognize his credentials, then of course he has a valid grievance. I hold a Manitoba birth certificate but I no longer expect to qualify for provincial benefits from Manitoba as I no longer reside in the province, and am entitled to benefits in the province of current residence..
